The year 2026 marks a milestone for the world of caravanning in Spain. With the entry into force of the new regulations, the aim is to unify criteria and provide greater legal certainty to users of motorhomes and campers. Here are the most relevant changes you should know about.
Parking equated to that of passenger cars
One of the main new features is that motorhomes and campers will be able to park on public roads under the same conditions as other vehicles, as long as they are parked in the same conditions as other vehicles.
- No outdoor elements such as awnings, tables or chairs are deployed.
- The vehicle rests on its approved wheels or chocks.
- Do not spill liquids or generate annoying noises.
This measure eliminates the ambiguity that existed until now and avoids arbitrary interpretations by local authorities.
Municipal limitations by size and weight
Although the regulations establish clear rights at the national level, municipalities retain the power to regulate parking according to the size and weight of vehicles. This means that they may establish specific restrictions in certain areas, so it is advisable to get information before traveling.
Extension of Maximum Authorized Mass (MMA)
From 2025, drivers with type B driving licenses will be able to operate motorhomes up to 4,250 kg gross vehicle weight (GVW), provided they do not have a trailer. This extension allows the vehicles to have more equipment and amenities without the need to obtain an additional driving license.
Changes in the Technical Inspection of Vehicles (ITV)
The new regulations also introduce changes to the MOT for motorhomes:
- Emission control: NOx and particulate emissions limits for diesel engines are tightened.
- Review of ADAS systems: The correct operation of advanced driving assistance systems is verified.
- Control of alterations: Supervision of modifications to the structure or internal distribution of the vehicle is intensified.
These measures seek to improve safety and reduce the environmental impact of motorhomes.

The Directorate General of Traffic (DGT) has updated the instruction that regulates the use of motorhomes and campers, incorporating an express differentiation between parking and camping. This avoids penalties for users and provides greater clarity in the regulations.
